Turkiye-Ukraine free trade agreement takes effect, opening a 2,000-tonne poultry quota

The Turkiye-Ukraine free trade agreement entered into force on 1 October 2026, with duty preferences for Ukrainian exports from day one and a 2,000-tonne poultry tariff quota.

Ukraine's State Customs Service confirmed that the agreement entered into force on 1 October 2026. It was signed in Kyiv on 3 February 2022 and ratified by Ukraine on 14 July 2026. The deal covers goods in Harmonised System chapters 01-97 that meet Ukrainian or Turkish rules of origin, with duties eliminated, reduced or handled through tariff quotas depending on the product line.

The timing differs by direction. Preferences for Ukrainian exports to Turkiye apply from 1 October 2026, while preferential treatment for Turkish-origin goods entering Ukraine starts on 1 January 2027. Turkiye's Ministry of Trade said the framework is meant to keep trade between the two countries under more predictable rules, with a shared goal of reaching a bilateral trade volume of USD 10 billion in the short term.

  • Poultry: the agreement includes a 2,000-tonne zero-duty tariff-rate quota for raw and processed poultry products, according to the USDA Foreign Agricultural Service in Kyiv.
  • Proof of origin: exporters must present an EUR.1 movement certificate or an origin declaration, including an exporter's declaration for consignments valued up to EUR 6,000.
  • Customs codes: preference code 429 covers the elimination or reduction of duties, and code 430 covers tariff quotas.
  • Context: Ukraine's poultry exports have been shifting towards the EU and the UK - the EU applies a permanent zero-duty quota of 120,000 tonnes - while war-related logistics keep its Middle East shipments below pre-war levels.

Agreements of this kind change which origins can land at what cost, so the certificate of origin has to match the preference being claimed. Nau International Food Group issues a full document set with each shipment - halal certificate, veterinary health certificate, certificate of origin and HACCP certification from the producing plants - and can handle customs clearance and delivery into Dubai and the wider Gulf.
