EAEU-UAE economic partnership agreement enters into force on 6 October 2026

The economic partnership agreement between the Eurasian Economic Union and the UAE enters into force on 6 October 2026, giving goods from Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan preferential access to the UAE market - including poultry, meat and eggs.

The Eurasian Economic Commission (EEC) and the United Arab Emirates exchanged notifications confirming the completion of their domestic procedures, and the agreement signed in Minsk on 27 June 2025 takes effect on 6 October 2026, after the 60-day period provided for in the text. EEC trade minister Andrey Slepnev said the UAE has granted preferential access to 86 percent of the product nomenclature, which accounts for 98 percent of the value of EAEU exports to the UAE.

Agricultural goods are among the lines covered. Poultry, beef, lamb and offal were included in the concession list, together with cereals, eggs, pulses, vegetable oil and dairy products. The EEC estimates the concessions will save EAEU exporters at least US$266 million a year in customs duties, and expects annual trade between the two sides to rise by at least US$5-6 billion; EAEU-UAE trade grew 12 percent in 2025 over 2024.

  • In force: 6 October 2026, after the exchange of notes on completion of domestic procedures (agreement signed 27 June 2025 in Minsk).
  • Preferential access: 86 percent of the product nomenclature, equal to 98 percent of the value of EAEU exports to the UAE.
  • Agricultural lines covered: cereals (wheat, barley, corn), meat (beef, lamb, offal), poultry, eggs, dried pulses, vegetable oil, dairy products, confectionery, mineral water, jams and chocolate.
  • Duty saving for EAEU exporters: at least US$266 million a year; expected trade gain of at least US$5-6 billion a year.
  • For Gulf buyers: one more duty-free origin option next to existing supply, but tariff treatment is only part of the file.

Preferential tariffs do not change sanitary or halal requirements. Poultry and meat consignments still have to meet UAE import conditions, and origin has to be documented for preferential treatment to apply. When comparing offers, buyers should weigh the landed cost together with the certification package rather than the duty line alone.
